Rotating in a viewer isn't the same thing
Most PDF readers let you turn a page on screen, but that only changes how it looks in that window right now. Reopen the file, or send it to someone else, and it is sideways again. Saving the rotation writes it into the document itself, so the correction travels with the file.
How it is stored
Rotation is written to each page's own rotation attribute rather than by re-rendering the page as an image. The page content is untouched — text stays selectable and searchable, image quality is unchanged, and the file size does not grow. It is a genuinely lossless correction.
Mixed orientations are fine
A document can perfectly well contain some portrait and some landscape pages — a report with a wide table in the middle, for example. Because pages are rotated individually, you can correct the sideways scans without disturbing the pages that were already right.
