Resizing is not cropping
These get confused constantly, and picking the wrong one wastes time. Resizing scales the whole picture up or down — everything stays in frame, the pixel dimensions change. Cropping cuts parts of the picture away — what remains is at its original scale. If a form wants a square photo and yours is rectangular, resizing alone will squash it; crop it square first, then resize.
Enlarging has limits
Making an image bigger cannot add detail that was never captured. A 300×300 photo scaled to 1000×1000 is the same 300×300 worth of information spread over more pixels, and it will look soft. Shrinking is safe; enlarging is a compromise. When a form demands a minimum size, always start from the largest original you have.
Sensible target sizes
Application forms usually state their requirement in pixels, and that number should be followed exactly. Where you are choosing for yourself: 1080 px on the long edge is plenty for social media, 1920 px for a full-width web image, and 400–800 px for a profile picture.
