Why it aims just under 500 KB
A 180 KB file for a form that allows 500 KB has thrown away quality for nothing. The tool searches for the best image quality that still fits, aiming for roughly 450–500 KB, so scanned text and photos stay as readable as the limit allows.
When 500 KB is too small
500 KB is plenty for a few documents or photos. It is not enough for a long scanned document: squeeze 60 scanned pages into 500 KB and each page gets so few bytes that the text blurs. If the result looks rough, split the document and upload it in parts, or check whether the form accepts a larger file.

Does it work with photos only, without a PDF?
Yes. Photos on their own become a PDF with one photo per page, compressed to fit.
Will the result always be readable?
For a few pages, yes. For a very long document, fitting under 500 KB may only be possible at a quality too low to read — so look at the file before you upload it, and split the document if needed.
Can I get 200 KB or 100 KB instead?
