How the colours are chosen
The image is scanned and similar shades are grouped together; the eight groups that cover the most of the picture become the palette. A beach photo gives you its sand, sea and sky rather than eight slightly different blues.

Getting a useful palette
Crop first if you only care about part of the picture. A product photo on a large white background will spend some of its eight colours on white and grey; cropping to the product with Crop Image gives you the colours of the product itself.
For a logo or a flat illustration the palette is usually exact, because the image really is made of a few solid colours. For a photo, each swatch is the typical colour of an area rather than of one pixel, so treat it as a starting point for a design, not a colour-matched specification. For a company's official brand colour, check its brand guidelines — a photo of a logo is changed by lighting and compression.
