Why merged documents need this
The most common reason to number a PDF is that it was assembled from pieces. Three scanned forms and a covering letter merged into one file have no shared numbering, which makes them impossible to reference in a covering email or a phone call. Numbering the finished bundle fixes that in one pass — do the merge first, then number the result.
Starting from a number other than 1
The start value exists for documents that are part of a larger set. If this file continues from a previous one that ended on page 24, start at 25 and the whole set reads as continuous. Combined with the skip-first-page option, an unnumbered cover followed by body pages starting at 1 is straightforward.
Rotated pages are handled
A PDF page can carry a rotation flag, which is common in scanned documents where one sheet went through sideways. A naive numbering tool draws in the page's stored coordinate space and puts the number along what the reader sees as a side edge.
